Dried paint is more difficult to remove but with a bit of extra effort it can be done.
Remove dry oil paint from carpet.

Dab a cloth in acetone hydrogen peroxide or paint thinner and blot the stain to remove the paint.

It dries longer produces harmful fumes and its color retention will likely fade away.
Repeat this procedure until nothing is left.
Then dab the carpet cleaner or thinner on the area and clean it with a cloth.
Before you start to remove paint from carpet with wd40 use the razor or blade to clean up as much of the dried paint as you can.
You can also use the nose plier to help separate the carpet strands from each other.
A number of hand held steam cleaners are capable of generating 285 degree steam which should be hot enough to help soften dried oil based paint.
